Full-Time Government Affairs Program Manager for Administrative Advocacy
The Climate Action Campaign (CAC) is looking for a dynamic team player with 3-4 years of experience who is a self-starter and is able to juggle multiple projects in support of the Government Affairs team. In this role, you will coordinate with Government Affairs professionals at CAC, across the senior leadership of our coalition, and the Biden Administration, White House officials, U.S. Environmental Protection Agency leaders and staff and other Agencies to support and advance the coalition's climate policy goals.
The primary function of this role is to support the CAC's engagement with the Biden administration in order to pursue opportunities for strong administrative rules, executive actions and an "all-of-government approach" to reach President Biden's ambitious goal of halving climate emissions by the end of the decade.
Your project management and collaboration skills will be used to develop strategies and execute coalition advocacy tactics. You'll also gather and share information, maintain consistent and clear lines of communication, support the government affairs team in planning, reporting and scheduling, and coordinate across the Climate Action Campaign departments.
Advocacy and Administrative Communications Management and Execution (40%)


  • Maintain and build external relationships with CAC coalition members, partners and allies outside the CAC coalition, and with members of the administration.
  • Develop a deep familiarity with CAC's administrative agenda; appropriately communicate that agenda as well as opportunities and needs to CAC colleagues, Administration officials, and the CAC coalition.
  • Serve as the CAC liaison to key administrative staff through regular meetings, information sharing, updates and events.
  • Support coalition engagement with agency officials and staff around the regulatory process and other opportunities including drafting talking points, advocacy letters, factsheets, briefings and other products.
  • Identify, propose and execute tactics that advance our regulatory agenda and drive a larger narrative that highlights recent climate progress.
  • Track developments, announcements and policies coming from the Biden administration related to clean air and climate.
  • Manage the feedback loop between agencies and CAC staff and partners including an appropriate level of intel sharing and updates.

    Coalition Support (30%)

    • Assist the Deputy Director of Government Affairs in setting the agenda for regular meetings of the CAC administrative strategy group (ASG).
    • Support the ASG by driving shared advocacy campaigns, which may include drafting strategy memos, threat landscapes, as well as sharing information.
    • Advise and assist CAC staff and vendors in working with key administration offices and their staff.
    • Create and maintain a feedback loop(s) between the ASG, other CAC staff, and our state and local partners.

      Planning, Reporting, and Other Activities (30%):

      • Contribute to annual and quarterly planning and goal-setting for administrative activity.
      • Track and report administrative activity (meetings, conversations, events, etc).
      • Attend briefings, meetings, and events, for CAC staff and, as needed, with external allies.
      • Manage internal administrative tracking, including reviewing and summarizing major policies and participation in CAC events.
      • Write and disseminate talking points, resources, activity reports, and other materials developed by the campaign, as needed.

        Who We Are
        The Climate Action Campaign (CAC) is a highly effective, vibrant coalition of national environmental, environmental justice, and public health groups. The CAC serves as an important center of gravity and convening body for dozens of organizations working together to advance federal climate action.
        The Government Affairs Manager is a member of the Government Affairs Team and reports to the Director of Government Affairs. The Climate Action Campaign is based in Washington D.C.
        Who You Are

        • At least 3-4 years of experience working on advocacy or political campaigns, on Capitol Hill, or with an advocacy or nonprofit organization.
        • Ability to communicate, build and maintain collaborative relationships throughout the organization and with key federal agency officials and staff.
        • A familiarity with climate policy including policymaking at the Environmental Protection Agency and other federal agencies.
        • Strong communication, writing and project management skills.
        • Experience working in coalition; demonstrated coalition leadership experience is a plus.
        • High degree of professionalism and cultural competency in dealing with diverse groups of people.
        • Demonstrated ability to work effectively both independently and with others in a cooperative manner.
        • Demonstrated ability to organize and prioritize work in a dynamic environment to meet deadlines with attention to detail.
        • Ability to react with appropriate levels of urgency to situations requiring quick response.
        • Ability to manage and execute multiple tasks and deadlines simultaneously.
        • Proficiency with Microsoft Office, Google Apps equivalents, and database/spreadsheet functions.
        • Demonstrate flexibility and adaptability in an evolving role.

          The Government Affairs Program Manager will not engage in activities that would require them to register under the federal Lobbying Disclosure Act.

            The Process
            Successful applicants will receive a phone screen. The next round of interviews will involve a virtual interview with members of the Climate Action Campaign Hiring Team. After that interview, finalists will be asked to complete a skills-based exercise.

            The Fine Print
            This is a full-time position based in Washington, DC. Currently, CAC staff are in-person 2-3 days a week, though this may change.
            The target salary for this position is $60,000 depending on experience. We offer an excellent benefits package which includes 100% employer paid medical, dental, and vision insurance, generous paid time off, and a 401k plan.
